Information and Data Management Strategist with a Focus on Project Management

Do you want to investigate, coordinate, and drive initiatives that develop Uppsala County Council's information and data management? We are strengthening our work in this area and are looking for an Information and Data Management Strategist with a focus on project management for the Data Management Unit. Here, you will work closely with operations on assignments that strengthen the region's structure, working methods, and collective capabilities.

Our Operations

The Data Management Unit is part of the Communications and Information Department at the Executive Office of Uppsala County Council. The unit consists of nine people and is tasked with coordinating and strengthening the region's work on information and data management. As part of the Executive Office, we contribute to common conditions for governance, development, and implementation in the region's operations. We develop structure, working methods, and support that help operations handle information clearly, sustainably, and usefully. The work takes place close to different parts of the organization and in collaboration with several professions.

Your Assignment

As an Information and Data Management Strategist with a focus on project management, you work strategically and practically on assignments that develop the region's working methods, structure, and capabilities. You have a coordinating and driving role and report to the Unit Manager.

The role is operationally close and encompasses information and data management in a broad sense. The focus is on operational development rather than technology, but you need to understand how information, working methods, governance, and digital tools are interconnected. You contribute to gathering perspectives, creating consensus, and driving assignments from analysis to implementation. Your responsibilities include:

  • Driving and coordinating assignments within information and data management from planning to implementation, follow-up, and closure.
  • Gathering, investigating, and analyzing needs in various operations, for example, through dialogues, workshops, and interviews.
  • Developing decision support materials by clarifying needs, proposing implementation, and defining effect goals.
  • Coordinating work between different functions and contributing to resolving obstacles, creating consensus, and securing anchoring.

Your Qualifications

We place great emphasis on your personal competencies, attitude, and commitment. We are looking for someone who is analytical, curious, and structured, with the ability to create order in complex issues and drive work forward together with others.

You collaborate well and build trust through clarity and responsiveness. You can make trade-offs, handle priorities, and maintain direction when many perspectives need to be weighed together. You are pragmatic, flexible, and can adapt when conditions change.

You have a relevant university degree, for example, in informatics, information science, systems science, or another equivalent education, and a few years of experience in project management, investigation, or operational development in a complex organization. You also have experience in needs assessment, analysis, developing support materials, and implementation together with others.

You need to have a good understanding of how governance, responsibility, and working methods are interconnected in a larger organization and be able to translate this into practical development work. Experience in leading change, creating anchoring, and supporting the introduction of new working methods is therefore important.

It is an advantage if you have experience from the public sector or another politically governed organization, as well as from information management, governing structures, or the development of common working methods.

You express yourself very well in Swedish and English, both orally and in writing, and can adapt your communication to different target groups. You do not need to know everything from the start, but you need a stable foundation and a willingness to develop further in the role.

We Offer

Here, you will have an important role in Uppsala County Council's work on information and data management. You will work on issues that affect the entire organization and contribute to better structure, quality, and usability in the region's information. The role gives you the opportunity to influence from the start and develop within an area that is gaining increasing importance.

The position is a permanent full-time employment with a start date as agreed. You will be based at our modern office in central Uppsala, near the travel center, with the possibility of working remotely as agreed. We offer good benefits and want to give our employees good conditions for a sustainable working life; read about the benefits here (https://regionuppsala.se/formaner/ (https://regionuppsala.se/formaner/)). Welcome to a friendly workplace in the heart of Uppsala where we create public value.
